Operation Open Arms Inc
Operation Open Arms (OOA), Inc is a private child-placing agency, licensed by the Commonwealth of Kentucky providing foster care and adoption services. OOA has been recognized nationally for its mission of caring for children whose mothers are incarcerated.
OOA understands and respects the difficult decision women are contemplating when seeking to find a temporary home for their child while incarcerated. Placing your child with OOA is placing your child in a private loving foster home with the goal of reunification after re-entry.
Our foster homes are private homes that we approve after rigorous inspection. We partner with community professionals to train foster families and add additional training through our seasoned professional staff. We seek secure, safe, trained and loving homes.
Our staff of experienced professionals with master’s degrees in human services are available to assist you and your family as you develop a care plan during your incarceration and with re-entry. Our team of professionals provide the following services: supervised foster placements in private foster homes, education & support, case management, visitation coordination and individualized care plans.

Requirements to become a foster parent
You'll still have support and guidance when you receive a foster placement. Kentucky has continued training and can connect new foster parents with experienced families through the Foster Parent Mentor Program.
Having access to an experienced foster family is invaluable. You'll be able to connect with other adults who have advice and can provide coaching to make your parenting journey easier.
Your local child-placing agency is one of your best sources of information and foster parenting services.
Nonprofit child welfare organizations approved by the state recruit resource parents, provide resources, and offer training and general support. When you attend the informational orientation and parent training, you'll receive books and resources that tell you more about the many available foster parent support groups.
