The mission of Ada S. McKinley is to empower, educate, and employ people to change lives and strengthen communities. The vision of Ada S. McKinley is for all people to have the opportunity for education and employment.
We serve children who are placed in substitute care for whom the Illinois Department of Children and Family Services has legal responsibility. These children require placement in licensed foster homes, or our emergency shelter due to abuse and neglect. All children and youth served by our Foster Care program must be referred by the Department of Children and Family Services.
The agency has reached the 100-year milestone and currently serves more than 7,000 people annually at over 70 program sites throughout the Chicago metropolitan area, Wisconsin, and Indiana. Its wide range of services includes Child Development & Youth; Employment & Community Support; and Behavioral Health & Clinical. Services rendered daily include tutoring, mentoring and college placement, foster care, housing opportunities, mental health, youth and family counseling, employment training and placement, and Head Start programs.

Requirements to become a foster parent
You must meet minimum requirements to provide foster care for children in Illinois. To become a foster parent, you must:
- Be at least 21 years old
- Attend foster parent orientation
- Pass a background check
- Finish 30 hours of foster parent training
- Complete the Home Study
- Provide at least three references
- Clear a physical exam
- Maintain financial stability
Foster families must be able to provide a safe and comfortable home for a child. You must provide room for the child to have a bed and enough space for personal belongings.
Foster parents do not need to be married or have a partner. However, if married, couples must show a stable marriage of at least one year before they can foster a child in Illinois.
Foster parents need to meet a child's basic care needs, such as providing meals and clothing. Foster families must also support a foster child's education and assist them in developing social skills.
