The agency was formed in Middletown in 1972 by social advocates Kätchen Coley and Nancy Flanner, as a community response to the need for continued safe housing for people after exiting treatment programs. Even in 1972, our founders recognized that long term recovery requires on-going, multi-faceted support.
At The Connection, we understand the complexity of community problems such as homelessness, mental illness, substance abuse, and community justice rehabilitation. Our programs aim to solve these problems with care and compassion. We recognize we must help individuals and their families by developing a quality system of care that allows people to seamlessly access a full complement of clinical and community-based service options to meet their unique needs. With a trauma-informed, culturally competent, gender-responsive, and solution-focused approach, we use evidence-based practices to guide individuals and families through the personal changes necessary to re-establish stability in their lives.

Requirements to become a foster parent
You must meet minimum requirements to provide foster care for children in Connecticut. Before you start, educate yourself and reach out to a foster care agency. Social workers recommend that you and other family members in your home feel ready before starting your foster journey. Caring for a foster child takes time, patience, and persistence.
Contact your local licensed child-placing agency or attend an orientation meeting to learn more about what fostering entails. They will inform you about foster parent requirements, common obstacles you might face, and unique challenges among foster children. All foster kids have experienced trauma. Training teaches foster parents how best to help foster children manage their feelings and feel secure.
You must meet minimum state requirements to qualify as a foster care provider in Connecticut. Foster parents must:
- Be 21 years of age or older
- Offer a safe living environment
- Pass a police and FBI background check
- Maintain sufficient income to care for a family
- Complete the 10-week training program
- Provide a separate bed for the foster child
- Complete the Home Study process
- Have a clean driving record (pass a DMV check)
Kids of the same gender in a similar age range may share a bedroom.

These people had me put back in prison because I missed too many groups. Yeah I missed the groups while I battled pneumonia and was in and out of the hospital. When I came back after one month with ALL the paperwork from the hospital the two ladies running the group informed me that they had discharged me unsuccessful, essentially signing my violation. They knew what they were doing and the lack of caring still stuns me today. Now that all legal is behind me I'm very much considering a lawsuit.

This place is the worst. the overall communication is so bad. calling the head-quarters location in Middletown just be prepared to get the run around. How is this company still in business?

Surely not what they used to be!!! Very unprofessional staff to say the least!!! Intake counselor does not return phone calls. Completely worthless!!!
